Open enrollment has begun! Plan choices remain the same for the new plan year.  The new plan year runs from October 1, 2019 through September 30, 2020.  Please note that the rates have changed. New rate sheets can be found on this website by selecting the appropriate group below. They will also be available at the Open Enrollment meetings and in the Human Resources office. We encourage everyone to attend an open enrollment meeting. Please refer to the STSIG Open Enrollment Meeting schedule for a time and place that fits your schedule. Attending an open enrollment meeting will also earn a wellness incentive for 2019.

The new plan year will run October 1, 2019 through September 30, 2020.

All Employees must submit paper work no later than AUGUST 30, 2019 AT NOON.  please see below for the two (2) options available to each employee depending on your choice for health care coverage for the new plan year:

All employees enrolling spouses or children for the first time will need to submit dependency documentation along with the enrollment forms during Open Enrollment.  This is for new dependents being added to your plan only.

Employees working 4 hours or more per day

Choices for health care plans will remain the same for the new plan year.  All rates have changed.  Rate information is outlined below under Employee Share of Health Care Cost. Rate sheets will also be available at the Open Enrollment meetings and in the Human Resources office. There have been some other minor changes so we encourage everyone to attend an Open Enrollment meeting for details of all changes. Attending an open enrollment meeting will earn a Wellness Incentive for 2019.

Everyone will be required to complete a SCOE enrollment form. Employees that want NO changes to their current plan will only need to complete the very top of the form, sign and date and return to the Human Resource office. Employees that are making changes will need to complete the second half of the enrollment form and ALSO login to PlanSource to make their health benefit plan changes. If you make no changes to your current health benefit selections, you will remain on the plan you currently have including dependents but will still be required to complete SCOE enrollment form. Instructions for PlanSource and SCOE enrollment forms can be found below under Forms and Resources.

DEADLINE FOR ENROLLMENT: Friday, August 30, 2019 at noon:
1. SCOE enrollment form (everyone must complete)
2. PlanSource online changes to your health plan (only if you are making changes; i.e. switching plans, adding/or deleting dependents, etc.)

Employees enrolling spouses or children for the first time will need to submit dependency documentation along with the enrollment forms during Open Enrollment.  This is for new dependents being added to your plan only. 

Highlights of the  2019-20 changes, effective October 1, 2019:

Medical

  • No changes to medical plans. 
  • Dependency documentation is required for all dependent enrollments starting with Open Enrollment 2018.

Pharmacy

  • No changes. Visit Navitus' website (navitus.com) for formulary updates throughout the year.

STSIG Health Saving Account Contributions

  • All first-time enrollees in either the HSA-A, HSA-B, or the Minimum Value Plan (high deductible health plans - HDHP) will receive a one-time $500 individual and $1,000 for family (more than one enrolled) contribution from STSIG.  Contributions into individual accounts are done by December 15th.  
  • No contributions for existing or former enrollees in a high deductible health plan (HDHP).
  • Payflex will terminate health saving accounts with no activity for 12-months and those who are no longer on a qualified medical plan.  The funds are placed in a trust holding account until claimed.  Payflex will contact those affected by mail prior to termination of account.  

Wellness Incentive

  • Active and early retiree members that completed the wellness incentive between November 1, 2019 and October 31, 2020 will receive a $100 gift card between December and January.  Each participant must complete a Wellness Incentive Tracker Sheet 2019-20.
  • Spouses (non-Medicare) of enrolled members are also encouraged to participate in the wellness incentive from November 1, 2019 and October 31, 2020 and also earn their own $100 gift card.
  • Spouses on Medicare are not eligible to participate in the wellness incentive.

Dental

  • Rates remain unchanged for the new plan year.


Vision

  • Rates remain unchanged for the new plan year.  Frame and contact lens allowance has increased from $175 to $200.

Prestige Medical Clinic

  • Reminder:  All active and early retiree members and dependents enrolled in any medical plan may use the services at Prestige at no cost for PPO members and only $20 per visit for HDHP members.
  • Members enrolled in Medicare are not eligible to participate.
  • Discount memberships are offered for non-enrolled family members.
  • Members are allowed one free wellness exam and one set of approved wellness labs per calendar year. 


All employees still have access to MDLIVE and the Employee Assistance Program.

The following is the amount that SCOE pays on your behalf for Health, Dental and Vision coverage, based on full time employment for 2019/20 plan year. Part time employees are given pro-rated fixed dollars according to how many hours you work:

American Fidelity
If you currently have your health insurance premium deducted on a pre-tax basis using the American Fidelity Section 125 Plan, your premium will continue to be deducted on a pre-tax basis for 2019-20. However, if you are currently enrolled in the Dependent Care and/or Unreimbursed Medical Expense Accounts, these elections will terminate on September 30, 2019. To continue these accounts, you will need to contact American Fidelity to set up an appointment to meet with a representative. The number to call is 1-800-365-8306, ext 1 to make an appointment. Employees working less than 4 hours per day, Seasonal, Temporary and Substitutes

All temporary, substitutes, seasonal and part time employees (less than .50 FTE) have the ability to purchase health insurance through our office for themselves and their eligible dependent children.The annual open enrollment period for the Shasta County Office of Education will be from August 1, 2019 through August 30, 2019 at noon.  All health benefit selections will be effective October 1, 2019 through September 30, 2020.

You are eligible for the Anthem Blue Cross 2 Tier Anchor Bronze Plan. This plan mirrors the Affordable Care Act - Bronze Plan. There is no employer contribution. The monthly cost for the current plan year is $431.00/month for employee only and $777.00/month for employee plus child(ren). This is the only plan offered by SCOE to our temporary, substitute, seasonal and part time employees. You cannot put a spouse or domestic partner on this plan, it is for yourself and your eligible dependent children only. We do not offer dental or vision insurance plans. Enrollment forms, Declination/Acceptance forms and plan summary can be found below under Forms and Resources.

Enrollment forms and acceptance/declination of coverage form must be received in the Human Resources Department no later than August 30, 2019 at noon. Even if you choose to not enroll for the plan offered, we still require that you return the acceptance/declination form by August 30, 2019 at noon.

Insurance payments are due on the 1st of each month to the payroll department at the Shasta County Office of Education. Please mail or drop off your checks to: 1644 Magnolia Avenue, Redding, CA 96001, Attention: Payroll Department. You are responsible for the entire insurance premium. Payments not received by the 5th of each month will result in the cancellation of your insurance back to the last day of the previous month.

In order to comply with the requirements of the Affordable Care Act, it is MANDATORY that we receive the Acceptance/Declination of Coverage form back from you no later than August 30, 2019 at noon.

Retirees

Open enrollment begins August 1, 2019 and runs through August 30, 2019 at noon. If you are enrolled in any of the SCOE health care benefits, we really encourage you to attend an open enrollment meeting for details of the changes. Plan offerings will remain the same as last year.  Please note that rates have changed. Please refer to the meeting schedule for dates and times. The special meeting for Medicare retirees only will be Thursday, August 8, 2019 at 9:30 am – STSIG Meeting Room, 85 Hartnell Ave,  Redding, CA.

Again this year All retirees will be required to complete a SCOE enrollment form. If you make no changes to your current health benefit selections, please indicate this on the enclosed SCOE enrollment form, sign the form and return it to the Human Resources office. If you choose to decline all coverage, you will indicate this on the SCOE enrollment form as well. If you are not currently enrolled in any of the SCOE medical plans, you are not eligible to re-enroll in any of the plans.

If you are currently enrolled in any of the SCOE medical plans and choose to make a change to your health care benefit selections, you will ALSO need to login to PlanSource to make the changes. This is in addition to the SCOE enrollment form. Instructions on how to access PlanSource online can be found below under Forms and Resources. If you need help with the online process we will be hosting two Open Labs at the Shasta County Office of Education located at 1644 Magnolia Ave, Redding, on August 28th from 2-4pm and August 30th from 10am-noon.

Dental (Delta Dental) rates rates remain unchanged for the new plan year. Vision (VSP) rates remain unchanged, frame and contact lens allowance is increased from $175 to $200.

Retirees must make their health plan changes online through PlanSource and the SCOE enrollment forms must be submitted no later than Friday, September 30th at noon to the Human Resources Department.

Shasta County Office of Education Board Members

Open enrollment begins August 1, 2019 and runs through August 30, 2019 at noon. Choices for health care plans will remain the same for the new plan year.  Please see below for the list of health insurance plans being offered for the new plan year starting October 1, 2019 through September 30, 2020.  All rates have changed.  Please see the new rate matrix for plan prices. There have been a few other changes as well so we encourage everyone to attend an open enrollment meeting.

All Board members will be required to complete a SCOE enrollment form. If you choose to decline all coverage, you will indicate this on the SCOE enrollment form. If you currently have health benefits and make no changes, you will remain on the plan you currently have including dependents but will still be required to complete a SCOE enrollment form. In the event you decide to change your health benefit selections, you will need to login to Plansource to make the changes as well. We encourage everyone to attend an open enrollment meeting. This is your chance to review the plans and ask questions. Attending an open enrollment meeting will earn wellness incentive credit for 2019. People on Medicare are not able to participate in the Wellness Incentive Program.  All new health benefit selections you make will be effective October 1, 2019 through September 30, 2020.
