School-Based Health Programs and Billing

A student’s health and well-being are closely connected to their ability to learn, grow, and succeed both inside and outside the classroom. That’s why Shasta County Office of Education (SCOE) partners with local educational agencies to strengthen school-based health programs through administration of the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule program, LEA Billing Option Program (LEA BOP), and School-Based Medi-Cal Administrative Activities (SMAA).
These programs were designed to make it easier for children and youth to receive behavioral health and other eligible health services where they already spend much of their time, in schools and other familiar settings. By helping schools receive reimbursement for eligible services they already provide, more funding can be reinvested into student health programs, expanding access to care and strengthening support for students.
As both a participating local educational agency and the lead administrator of the School-Based Health Billing Consortium, SCOE understands the unique opportunities and challenges of implementing these programs. We provide billing administration, compliance guidance, technical assistance, training, and ongoing program support for our own programs as well as for participating LEAs throughout the county.
Our goal is to reduce administrative burden so schools can focus on supporting students and families. Together, we are building a sustainable system of care that helps every student thrive emotionally, socially, and academically.
