Foster Youth Services
The Shasta County Office of Education’s Foster Youth Services Coordinating Program (FYSCP) provides support to foster youth and districts through guidance and inter-agency collaboration around school permanency, enrollment and streamlined school transitions with the outcome of increasing academic success for students in foster care.

Shasta County Office of Education Foster Youth Services Coordinating Program, through a memorandum of understanding, works with Health and Human Services to provide support services to foster children who suffer the traumatic effects of displacement from family and schools and multiple placements in foster care.
Current Legislation - Ed Code
Assembly Bill 490, signed into law in 2004, and other more recent legislation, mandates certain provisions including requiring school districts to designate a foster youth liaison, provide timelines for school enrollment and student record transfers, and build advocacy with foster youth. We have provided resources for districts, foster parents and foster youth.
Assembly Bill 854, commencing with the 2015–16 fiscal year, and for each fiscal year thereafter, the Foster Youth Services Coordinating Program, to be administered by the Superintendent, as specified, to coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils pursuant to a foster youth services coordinating plan with the purpose of ensuring positive educational outcomes.
